Expedition unlocks at Adventure Rank 16.
The expedition limit increases as you progress your adventure length level. For example, Level 3 characters are at Adventure Rank 28, and the face value or tier has moved up from 2/10 to 3/10.
Having multiple characters is also an advantage because it allows you to send characters off for some tasks in any given period of your life in the realm. Like mining, to get rare materials you need, you can select and send off a specific character to search for it.
Progression is necessary for you to get access to more expeditions. The fastest way to rank up would be to do the quest, and the expeditions will then unlock in time, which means that more places will be available for you to explore.
